The size of the market, in numbers

Westchester is the sixth-largest county business market in New York and is routinely treated as a suburb of somewhere else. The figures say otherwise.

Average weekly wage$1,786$1,446$1,220

About these figures. Establishment counts and size bands come from Census County Business Patterns for 2023 [1] ; wages come from the BLS Quarterly Census of Employment and Wages for 2024 [2] . The two series count slightly differently — CBP counts establishments with paid employees in a March reference period, QCEW counts covered employment across the year — so their establishment totals do not match, and we show each for what it measures rather than blending them. Both are published as an open dataset on our New York market data page, where you can compare any county to any other.

Note what the payroll line does. Westchester employs 172,860 fewer people than Nassau but pays out $33.2B against Nassau's $38.2B. That is the whole Westchester story in one comparison: fewer jobs, much better paid.

The wage line is the deal

Average annual pay in Westchester is $92,858 — $1,786 a week [2] . Outside Manhattan, no New York county is higher. It runs roughly 24% above Nassau and 46% above Erie.

This is not a background statistic. It is the number that most often makes a Westchester acquisition look better than it is, because of how owner compensation gets added back.

The Westchester add-back trap. A seller draws $90,000 and adds it back in full, presenting SDE that includes their own labour as free cash. In a market where average pay is $92,858, the manager who replaces them will not cost $90,000. Price the business on earnings after a realistic replacement salary, and the multiple you thought you were paying can be a full turn higher. Our SDE versus EBITDA guide sets out the adjustment and the owner earnings calculator runs it.

The same figure works in your favour on the demand side. A high-wage county is a county whose households can pay for services, and Westchester supports price points that would not survive in most of the state.

What is actually acquirable

Employment sizeEstablishmentsShareWhat it means
Under 520,06064.3%Owner-operated; frequently little transferable beyond a lease and equipment
5–94,856—Bottom of the financeable range
10–193,063—The core first-acquisition band
20–491,936—A management layer usually exists; cleaner handover
50–99692—Often beyond a single SBA 7(a) loan on price
100+500—A different market entirely

4,999 Westchester establishments sit in the 10–49 employee band. That is a smaller pool than Nassau or Suffolk, which means a narrower search and, usually, more competition for the good ones. Plan for a longer search or wider criteria.

The rate changes inside the county

This catches people. Publication 718, effective 1 March 2025 [3] :

JurisdictionCombined rate
Westchester County (except the cities below)8⅜% (8.375%)
Mount Vernon (city)8⅜% (8.375%)
New Rochelle (city)8⅜% (8.375%)
White Plains (city)8⅜% (8.375%)
Yonkers (city)8⅞% (8.875%) — the same as New York City

All of these include the 3/8% imposed for the Metropolitan Commuter Transportation District. A half-point spread inside a single county is unusual, and it matters in two places: pricing, if you are a retailer competing across the Yonkers line, and compliance, if you operate in more than one jurisdiction. Publication 718 explicitly warns against using ZIP codes to determine the rate, because "the use of ZIP codes for tax collection results in a high degree of inaccurate tax reporting" — use the Department's Sales Tax Jurisdiction and Rate Lookup Service instead.

New York City taxes do not reach Westchester: no Business Corporation Tax, no Unincorporated Business Tax, no Commercial Rent Tax. The state bulk-sale process does apply at closing [4] — see the bulk-sale guide.

Westchester-specific diligence

  • Rebuild the payroll at county rates. Benchmark against $92,858 average annual pay [2] , and treat any below-market family labour as a cost you will have to start paying.
  • Confirm the sales-tax jurisdiction, especially anywhere near the Yonkers boundary, and reconcile filings to revenue at the correct rate [3] .
  • Lease and assignment consent early. High rents make the lease a principal asset and the landlord a real gatekeeper. See the lease assignment guide.
  • Day-part and weekday/weekend revenue split for anything in White Plains or the I-287 corridor, where demand is office-driven and hybrid working has reshaped it.
  • Metro-North dependence. For village-centre retail and food, ask what share of revenue moves with the commuter timetable, and how that changed over the last three years.
  • Bulk-sale notice at least 10 days before possession [4] ; workers' compensation, disability and Paid Family Leave from day one [5] ; UI registration via the NYS 100 [6] .
  • Municipal permitting. Westchester has six cities, 19 towns and 23 villages, and rules on signage, hours, outdoor seating and parking vary between them. Verify with the municipality, not the county.

Where else to look

The Hudson Valley regional guide covers Westchester within its seven-county ESD region and reaches markets with much lower entry prices. The Bronx is immediately south with a lower cost base and the full NYC tax overlay. Nassau is the closest comparable in income and density. The data page compares all 62 counties.

Frequently asked questions

How big is the Westchester business market?

Census County Business Patterns counts 31,174 establishments for 2023, employing 389,560 people on an annual payroll of $33.2B. That makes it the sixth-largest county business market in New York, behind the four largest boroughs and the two Long Island counties, and larger than Erie County.

What sales-tax rate applies in Westchester?

It depends where in the county. Publication 718, effective 1 March 2025, lists Westchester at 8⅜% (8.375%) for the county and for the Mount Vernon, New Rochelle and White Plains city jurisdictions — but Yonkers at 8⅞% (8.875%), the same as New York City. A half-point difference inside one county is unusual and it is easy to get wrong on a filing.

Why do wages matter so much here?

Because they are the highest outside Manhattan. Average annual pay is $92,858, against $75,174 in Nassau and $63,431 in Erie. A seller's add-back for their own compensation has to be tested against what a replacement manager actually costs in Westchester, not against a state or national figure. This is the most common way a Westchester deal is overpriced.

Do New York City taxes apply in Westchester?

No. The Business Corporation Tax, Unincorporated Business Tax and Commercial Rent Tax are New York City taxes and stop at the city line. The MCTD payroll mobility tax does apply, and the 3/8% MCTD component sits inside the sales-tax rate. Yonkers has its own income tax surcharge on residents, which affects your staff rather than the business directly.

Is Westchester a commuter market or its own economy?

Both, and the split matters by corridor. The Metro-North Hudson, Harlem and New Haven lines shape where commercial density sits, and businesses near stations serve a commuter rhythm with sharp day-parts. But White Plains, the healthcare complexes and the corporate campuses along the I-287 corridor generate substantial local daytime demand that has nothing to do with Manhattan.

What should an out-of-state buyer check first?

The lease and the wage line, in that order. Commercial rents are high and the landlord's consent to assignment is a real gate, not a formality. Then rebuild the payroll at Westchester market rates rather than accepting the seller's current cost as a run rate — particularly if the seller or a family member is working below market.
